USCG – Overview

clip_image006 The US Coast Guard prepared the USCG Overview to provide the Presidential Transition Team with an introduction to key strategic issues facing the service, as well as mission and resource information. USCG – Liquefied Gas Senior Executive Forum

USCG – MBLT Facility Cybersecurity

clip_image006[2] The US Coast Guard issued a bulletin announcing that the Maritime Bulk Liquids Transfer (MBLT) Facility Cybersecurity Framework Profile will be released at the American Petroleum Institute’s 11th Annual Cybersecurity Conference. FMC – meeting on 17 November

clip_image008 The Federal Maritime Commission (FMC) issued a news release stating that the Commissioners will meet on 17 November in Washington, DC. During the open session they will receive a briefing from the World Shipping Summit and a briefing on OTI License Renewals. During the closed session, they will receive a briefing on the Hanjin bankruptcy and shipping disruptions; an update on the PierPASS third-part audit and expanded gate workshop; and an empirical analysis of changing alliance structures in the transpacific trade. BSEE – investigation of platform explosion & fatality

clip_image010 The Bureau of Safety and Environmental Enforcement (BSEE) issued a press release stating that the investigation into the 20 November 2014 explosion and fatality on the West Delta Block 105, Platform E has been completed. California – shore power plan reminder

clip_image012 The California Air Resources Board (ARB) issued a notice reminding owners and operators of ocean-going vessels that berth in California ports that plans identifying the compliance option that their vessels will use to reduce at-berth emissions must be submitted by 1 December. California – auxiliary diesel engine enforcement

clip_image013 The California Air Resources Board (ARB) issued an advisory informing stakeholders as to how the agency will proceed with enforcement of the Airborne Toxic Control Measure for Auxiliary Diesel Engines Operated on Ocean-Going Vessels At-Berth in a California Port beginning 1 January 2017. EU – European Coast Guard

Denmark – PSCs to target sulphur compliance

clip_image017 The Danish Maritime Authority (DMA) issued a news release stating that the Paris and Tokyo MOUs have agreed to carry out a Concentrated Inspection Campaign (CIC) in 2018 focusing on air pollution from ships, particularly the sulphur content of fuel. Panama Canal – October operations

clip_image019 The Panama Canal Authority (ACP) issued an advisory summarizing Canal operations during October, as well as including the schedule of locks maintenance outages for the remainder of the fiscal year. Philippines – crew members abducted

clip_image023 The ReCAAP Information Sharing Centre issued an Incident Alert stating that armed men boarded the bulk carrier Royal 16 on 11 November in the Basilan Strait of the Philippines and abducted six crew members (master, chief mate, 2nd officer, 3rd officer, bosun, and assistant bosun). Extra vigilance is advised for all vessels transiting the Sulu-Celebes Sea region. Somalia – counter-piracy patrols to continue

clip_image025 The United Nations Security Council (UNSC) adopted a resolution with respect to Somalia calling for, among other things, continued counter-piracy patrols in the vicinity for at least another year.
