Southern Red Sea – report of waterborne IED

clip_image004 The Maritime Administration (MARAD) issued an alert stating that an unconfirmed report has been received concerning a waterborne improvised explosive device (IED) in the southern Red Sea in Yemeni territorial waters. Caution should be exercised when transiting this region. (6/14/17) [].

USCG – challenges to maritime safety

clip_image006 The US Coast Guard posted the remarks of Captain John Mauger, Commanding Officer, USCG Marine Safety Center, delivered at the recent International Maritime Safety Conference. He discussed lessons learned from prior casualties and the challenges presented by the increasing capacity of the maritime transportation system, reducing environmental impact, and increased system complexity. USCG – organizational change

clip_image006[1] The US Coast Guard promulgated a final rule amending its internal organization. Effective immediately, Marine Safety Unit (MSU) Houma will report directly to Sector New Orleans and MSU Morgan City will report to MSU Houma. This change will have no effect on the regulated public. 82 Fed. Reg. 27614 (6/16/17) [].

OFAC – removal of Burmese Sanctions Regulations

clip_image008 The Office of Foreign Assets Control (OFAC) promulgated a final rule removing the Burmese Sanctions Regulations, effective immediately. 82 Fed. Reg. 27613 (6/16/17) [].

St. Lawrence Seaway – increased water flow

clip_image010 The Great Lakes-St. Lawrence Seaway System issued five Seaway Notices concerning the impact of increased water flow through the Seaway. (6/14/17) [].

India – Multimodal Transportation of Goods Act

clip_image012 The Indian Directorate General of Shipping (DGS) issued a notice stating that it seeks comments on the draft amendment to the Multimodal Transportation of Goods Act. Comments must be submitted within thirty days. (6/15/17) [].

Panama Canal – locks lane outages

clip_image014 The Panama Canal Authority (ACP) issued an advisory announcing that repair work will be performed at the Gatun Locks and the Pedro Miguel Locks sequentially from 20 June through 30 June. As a result, Transit Reservation System Condition 1.a will be in effect during this period. Advisory 19-2017 (6/14/17) [].

UK – mooring line failure

clip_image016 The UK Marine Accident Investigation Branch (MAIB) issued the report of its investigation of the 2 March 2015 failure of a mooring line on board LNG carrier Zarga in Milford Haven with one person inured. A deck officer suffered severe head injuries when struck by a parted HMPE mooring rope during a berthing operation. The area where the office was standing was clearly within the snap back zone but had previously been designated as a safe zone. The (erroneous) perception on board was that HMPE ropes did not recoil on failure. Report 13/2017 (6/15/17) [].

UK – protected wrecks

    logo11 Scrapping risks

    In the May 2018 edition of Maritime Reporter and Engineering News, you can find my article entitled "Scrapping risks". The article discusses the recent conviction of a ship owner and two senior executives for illegal export of ships for scrapping. It behooves owners to carefully consider options when their ships reach to end of their economic lives. While some economic benefit will be lost by scrapping those ships in full compliance with the various laws and regulations, there will be gains in areas of worker safety and health and the environment.
