USCG – El Faro investigation

The US Coast Guard issued a news release stating that it will release the S.S. El Faro Marine Board of Investigation report on Sunday, Oct. 1, 2017. This report identifies causal factors of the October 1, 2015 loss of the S.S. El Faro and 33 crew members. The report proposes safety recommendations for future actions to the Commandant of the Coast Guard.  The investigation was conducted by the US Coast Guard in full cooperation with the National Transportation Safety Board (NTSB). USCG – NMSAC meeting summary

The US Coast Guard issued a bulletin summarizing the 19-20 September meeting of the National Maritime Security Advisory Committee (NMSAC). (9/27/17) [].

USCG – safety alert compilation

The US Coast Guard posted on its Homeport page a compilation providing access to its Safety Alerts issued since 1996. (9/26/17) [].

Arctic – sea ice minimum extent

The National Snow and Ice Data Center (NSIDC) issued a news release stating that Arctic sea ice extent has likely reached its minimum extent for the year, at 4.64 million square kilometers (1.79 million square miles) on September 13, 2017. The 2017 minimum is the eighth lowest in the 38-year satellite record.  (9/19/17) [].

Court – limits of OCSLA jurisdiction

The US Court of Appeals for the Fifth Circuit ruled that the Outer Continental Shelf Lands Act (OCSLA) regulations do not apply to oil platform contractors other than platform owners and operators. United States v. Moss, No. 16-30561 (5th Cir., September 27, 2017) [].

California – biofouling management

The California State Lands Commission (SLC) posted its Guidance Document for Biofouling Management Regulations to Minimize the Transfer of Nonindigenous Species Arriving at California Ports. (9/27/17) [].
