USCG – list of prohibited vessels

clip_image004 The US Coast Guard posted the list of vessels prohibited from entry into US waters, in accordance with the Countering America’s Adversaries Through Sanctions Act. (2/2/18) [https://www.nvmc.uscg.gov/nvmc/(S(b2v3ylmf5aqjfzvyozi0rkwt))/caatsa.aspx]

USACE – requests to alter civil works projects

clip_image006 The US Army Corps of Engineers (USACE) seeks comments on its draft guidance on policy and procedures for processing third party requests to alter USACE civil works projects pursuant to Section 408. Comments must be submitted by 7 March. 83 Fed. Reg. 5075 (2/5/18) [https://www.gpo.gov/fdsys/pkg/FR-2018-02-05/pdf/2018-02207.pdf].

Washington – company fined for Atlantic salmon escape

clip_image008 The Washington Department of Ecology issued a news release stating that investigation has determined that operator negligence was the primary cause of the net pen collapse in north Puget Sound in August that resulted in the escape of an estimated 253,000 Atlantic salmon. The operator’s lease of state aquatic lands has been terminated. (1/30/18) [https://ecology.wa.gov/About-us/Get-to-know-us/News/2018/Jan30-Joint-release-for-net-pen-fine]. Canada – $12 million for maritime training

clip_image010 Transport Canada issued a news release stating that $12.6 million is being invested in maritime training for women, Inuit, and indigenous communities through the Oceans Protection Plan. Denmark – online control of certificates

clip_image012 The Danish Maritime Authority (DMA) issued a news release stating that it and the European Maritime Safety Administration (EMSA) are examining how online control of certificates could make port state control (PSC) inspections more efficient. Initially, they will demonstrate that certificate data from DMA’s database could be made available to users of EMSA’s database THETIS. UK – funding doubled for SMarT program

clip_image014 The UK Department for Transport (DfT) issued a news release stating that it is doubling trainee funding for the Support for Maritime Training (SMarT) program to £30 million, enabling the annual intake for cadets to rise from 750 to 1,200.     logo11 Liquefaction

    In the October 2018 edition of Maritime Reporter and Engineering News, you can find my article entitled "Liquefaction". The article discusses the shocking number of bulk carriers that have suddenly and catastrophically been lost at sea in recent years. The known or suspected cause of these tragic losses has been liquefaction of cargo. Despite efforts of the IMO, insurers, and trade associations, these losses continue. Installing a longitudinal bulkhead in each cargo hold would reduce the risk of liquefaction and the consequent loss of ships, cargo, and crews.
