USCG – BWM FAQ updated

USCG & FEMA – national level hurricane exercise

clip_image008 clip_image010 The US Coast Guard issued a news release stating that it and other agencies are participating in FEMA’s national level hurricane exercise on 3-9 May. (5/7/18) [https://content.govdelivery.com/accounts/USDHSCG/bulletins/1ee1d0b].

Mediterranean Sea – reported GPS interference

clip_image012 The Maritime Administration (MARAD) posted an Advisory concerning multiple reports of GPS interference in the eastern Mediterranean Sea. (5/7/18) [https://www.marad.dot.gov/environment-and-safety/office-of-security/msci/advisory/].

DOJ – $414,000 civil penalty

clip_image014 The Department of Justice (DOJ) issued a news release stating that two New Bedford fishing companies and two individuals have agreed to pay a total of $414,000 in civil penalties, perform fleet-wide improvements, and undertake other compliance assurance measures to resolve federal Clean Water Act claims stemming from oily bilge discharges. USN – Second Fleet established

clip_image016 The US Navy issued a news release announcing that the US Second Fleet has been established in Norfolk. Second Fleet will exercise operational and administrative authorities over assigned ships, aircraft and landing forces on the East Coast and northern Atlantic Ocean. India – stranded seafarers

clip_image018 The Indian Directorate General of Shipping (DGS) issued a circular explaining the procedures in reported instances of missing, stranded, non-payment of wages, or non-provision on board ships. India – proposed Ports Bill

Ireland – Fastnet Light

clip_image020 The Commissioners of Irish Lights (CIL) issued a Notice to Mariners stating that on or about 2 July the present light in the Fastnet Lighthouse will be replaced. As a result, the range of the light will be reduced from 27nm to 18nm. New Zealand – master/pilot communication failure

clip_image022 The New Zealand Transport Accident Investigation Commission (TAIC) issued the report of its investigation of the 27 January 2016 incident when the passenger vessel Azamara Quest struck Wheki Rock while entering the port of Picton. A harbor pilot boarded the vessel outside the entrance to Tory Channel. The master and pilot exchanged information and discussed the passage plan through Tory Channel to Picton, in particular the strong currents in the tight turn required on entry to Tory Channel. However, due to miscommunication the passage inwards began with the master and pilot having different understandings of how the first turn would be conducted. As a result the turn was initiated late and the ship never achieved a sufficient rate of turn to avoid contacting the rock. The incident caused minor damage to the hull and damage to one propeller. Nobody was injured. The investigation found that the bridge team had no common (agreed) understanding of the plan for the ship to make the turn into the channel because the details of how the turn would be made and the influence the tide would have on the ship during the turn had not been clearly communicated. Therefore, with no agreed plan, the task of the bridge team monitoring the ship’s progress through the turn was set up to fail.     logo11 Liquefaction

    In the October 2018 edition of Maritime Reporter and Engineering News, you can find my article entitled "Liquefaction". The article discusses the shocking number of bulk carriers that have suddenly and catastrophically been lost at sea in recent years. The known or suspected cause of these tragic losses has been liquefaction of cargo. Despite efforts of the IMO, insurers, and trade associations, these losses continue. Installing a longitudinal bulkhead in each cargo hold would reduce the risk of liquefaction and the consequent loss of ships, cargo, and crews.
