USCG – another BWMS submittal received

clip_image004 The US Coast Guard issued a bulletin stating that it received its twentieth application of type approval of a ballast water management system (BWMS), this one from Wartsila Water Systems Ltd for its Aquarius UV BWMS. USCG – importance of MTS

USCG – NOAD schema notice

clip_image005 The USCG National Vessel Movement Center (NVMC) issued a notice stating that on Tuesday, 13 November 2018, an updated NOAD schema, versioned 3.6, will be released and will contain various schema improvements, updates to our ports list and retirement of the NVMC workbook as a means of submission for Outer Continental Shelf (OCS) NOAs. NOAA – members sought for NSGAB

clip_image007 The National Oceanic and Atmospheric Administration (NOAA) issued a notice stating that it is soliciting interested persons for membership on the National Sea Grant Advisory Board (NSGAB). In addition, the NSGAB will meet via teleconference on 10 December regarding the National Sea Grant College Program. 83 Fed. NOAA – SS Jacob Luckenbach oil spill

clip_image008 The National Oceanic and Atmospheric Administration (NOAA) posted a blog regarding the 1953 sinking of the freighter Jacob Luckenbach and efforts years later led by the US Coast Guard and NOAA to minimize the risk of the further discharge of oil into the water. Canada – cannabis legalization

clip_image010 Transport Canada issued a bulletin regarding the nation’s recent legalization of cannabis and vessel operation. SSB 12-2018 (10/16/18) [http://www.tc.gc.ca/eng/marinesafety/bulletins-2018-12-eng.htm]. Note: Mariners on Canadian vessels must bear in mind that possession and use of cannabis on vessels in US waters remains illegal.

Hong Kong – air pollution control regulation

clip_image012 The Hong Kong Environmental Protection Department issued a press release stating that, starting 1 January 2019, all vessels except for specified vessel types are required to use compliant fuel within Hong Kong waters, irrespective of whether they are sailing or berthing. Compliant fuel includes low sulphur marine fuel with sulphur content not exceeding 0.5%, liquefied natural gas, or any other fuel approved by the Director of Environmental Protection. UK – maritime transport & Brexit

clip_image014 The UK Department for Transport (DfT) issued a notice stating that a statutory instrument has been issued revoking a number of pieces of EU legislation relating to maritime transport market access which will no longer be appropriate after EU exit.     logo11 Liquefaction

    In the October 2018 edition of Maritime Reporter and Engineering News, you can find my article entitled "Liquefaction". The article discusses the shocking number of bulk carriers that have suddenly and catastrophically been lost at sea in recent years. The known or suspected cause of these tragic losses has been liquefaction of cargo. Despite efforts of the IMO, insurers, and trade associations, these losses continue. Installing a longitudinal bulkhead in each cargo hold would reduce the risk of liquefaction and the consequent loss of ships, cargo, and crews.
