San Pedro – shipping container explosion

clip_image004 The US Coast Guard issued a news release stating that a shipping container loaded with scrap metal intended for export exploded at a facility on Terminal Island in San Pedro. There were no reports of injuries. Ten other containers believed to be carrying the same material are being examined. The explosion is believed to be an industrial accident. SHC – meeting on 27 November re MSC 100

clip_image006 The Shipping Coordination Committee (SHC), sponsored by the Department of State (DOS), will meet on 27 November in Washington, DC to prepare for the upcoming session of the IMO Maritime Safety Committee (MSC 100). Topics on the agenda include maritime security; maritime autonomous surface ships; and non-SOLAS ships operating in polar waters. 83 Fed. NY/NJ – anchorages evaluation

clip_image008 The US Army Corps of Engineers (USACE) issued a notice announcing that it plans to prepare a General Reevaluation Study (GRR) with an integrated environmental impact statement (EIS) to evaluate environmental impacts from reasonable project alternatives and to determine the potential for significant impacts related to the improvement of anchorages included in the federal navigation project for New York and New Jersey Harbor anchorages. A public scoping meeting will be held in New York on 8 November. Comments must be received by 10 December. 83 Fed. DOE – application to export LNG

NOAA – NE wind energy areas assessment

clip_image012 The Bureau of Ocean Energy Management posted the National Oceanic and Atmospheric Administration (NOAA) study entitled “Habitat Mapping and Assessment of Northeast Wind Energy Areas. (December 2017) [https://www.boem.gov/espis/5/5647.pdf].

NOAA – dealing with shipwrecks past

clip_image012[1] The National Oceanic and Atmospheric Administration (NOAA) posted a blog discussing efforts of it and the US Coast Guard to address remediation of underwater legacy environmental threats (RULET) – in other words, old shipwrecks. IMO – marine plastic litter from ships

ReCAAP – piracy warning

clip_image016 The ReCAAP Information Sharing Centre issued a warning stating that information has bee received that the Abu Sayyaf Group is planning to conduct kidnapping activities at any opportune time in undisclosed area in Sabah primarily targeting businessmen or ship’s crew of foreign vessels transiting waters of Eastern Sabah and the Sulu-Celebes Seas. Australia – ghost fishing

clip_image018 The Australian Maritime Safety Authority (AMSA) issued a news release concerning environmental threats posed by abandoned, lost, and discarded fishing gear – ‘ghost fishing’. (10/30/18) [https://www.amsa.gov.au/news-community/news-and-media-releases/ghost-nets].

UK – allisions due to anchor dragging

clip_image020 The UK Marine Accident Investigation Branch (MAIB) issued the report of its investigation of the cargo vessel Celtic Spirit dragging its anchor during heavy weather and alliding with the research and survey vessel Atlantic Explorer and the general cargo vessel Celtic Warrior on the River Humber on 1 March 2018. The probable cause of the incident was the failure to deploy sufficient anchor cable combined with watchkeeping errors.     logo11 Liquefaction

    In the October 2018 edition of Maritime Reporter and Engineering News, you can find my article entitled "Liquefaction". The article discusses the shocking number of bulk carriers that have suddenly and catastrophically been lost at sea in recent years. The known or suspected cause of these tragic losses has been liquefaction of cargo. Despite efforts of the IMO, insurers, and trade associations, these losses continue. Installing a longitudinal bulkhead in each cargo hold would reduce the risk of liquefaction and the consequent loss of ships, cargo, and crews.
