USCG – twelfth BWMS type approval certificate issued

clip_image004 The US Coast Guard issued a bulletin stating that a type approval certificate has been issued to Qingdao Headway Technology Co., Ltd for its Oceanguard Ballast Water Management System (BWMS). This is the twelfth such certificate issued to date. (11/6/18) [].

NTSB – towboat allision with bridge pier

clip_image006 The National Transportation Safety Board (NTSB) issued the report of its investigation of the October 26, 2017 allision of the tow of the towboat Cooperative Venture with a fixed pier of the St. Paul Union Pacific Rail Bridge at Mile 835.7 on the Mississippi River near St. Paul. As the vessel approached the bridge, the lead barge on the port side struck the bridge’s pier. There were no reported injuries or pollution. Damages to the bridge and barge were estimated at $800,000 and $153,000, respectively. The probable cause of the allision was the operating company’s assignment of an inexperienced pilot who incorrectly positioned the tow prior to maneuvering through a turn with a following current when approaching the bridge span. CRS – USCG Polar Security Cutter Program

clip_image008[1] The Congressional Research Service (CRS) issued a report on the Coast Guard Polar Security Cutter (Polar Icebreaker) Program. RL34391 (10/26/18) [].

New Zealand – maritime levies and fees

clip_image010 Maritime New Zealand issued a media release stating that it seeks comments on proposed changes to the maritime levies and fees. Comments must be received by 18 January 2019. (11/6/18) [].

    logo11 BWM reform

    In the January 2019 edition of Maritime Reporter and Engineering News, you can find my article entitled "BWM reform". The article discusses the recent enactment of the Vessel Incidental Discharge Act of 2018 (VIDA). The Act greatly reforms the process for regulation of ballast water discharges into waters of the United States. It not only brings the US ballast water management (BWM) regulatory scheme into closer alignment with the international standard, but it also largely eliminates the authority of states and tribal govenments to establish their own standards. Full implementation will take time, but there is light at the end of this particular tunnel.
