USCG – FV Destination investigation

clip_image004 The US Coast Guard posted the report of the Marine Board of Investigation into the 11 February 2017 loss of the crabber Destination with its crew of six in the Bering Sea near St. George Island. Among other things, the report found that the vessel, when it left port, was overloaded and did not meet minimum stability standards required by a federal regulation. USCG – impacts of modifications on stability

USCG – NMC mitigation efforts

clip_image005 The USCG National Maritime Center (NMC) issued a bulletin providing an updated list of actions being taken to mitigate impacts caused by the lapse in appropriations. Florida – modernizing safety and security zones

clip_image005[1] The US Coast Guard promulgated a final rule removing unneeded regulated navigation areas, safety zones, security zones, and special local regulations from waters of the Seventh Coast Guard District. Chicago – safety zone near Chicago Lock

clip_image005[2] The US Coast Guard promulgated a final rule modifying the Chicago Navy Pier Southeast safety zone to alleviate congestion near the Chicago Lock during regularly scheduled fireworks events. MARAD – DWP license application

clip_image007 The Maritime Administration (MARAD) issued a notice stating that an application has been received from SPOT Terminal Services LLC for licensing of a deepwater port (DWP) in waters of the Gulf of Mexico off Galveston for crude oil export. 84 Fed. FMC – detention & demurrage investigation

clip_image009 The Federal Maritime Commission (FMC) issued a news release stating that Commissioner Dye is commencing the final phase of her investigation of the detention, demurrage, and free time practices of ocean carriers and marine terminal operators. Innovation teams will meet in Washington, DC to propose changes in industry practices that will emphasize demurrage and detention incentives and boost freight fluidity. Tokyo MOU – CIC re MARPOL Annex VI

clip_image011 The Tokyo MOU issued a news release announcing the preliminary results of the recent concentrated inspection campaign (CIC) on MARPOL Annex VI. Of a total of 6,604 vessels, four (0.06%) were detained as a direct result of the campaign. Canada – vessel abandonment law

clip_image013 Transport Canada issued a news release announcing passage by Parliament of the Wrecked, Abandoned or Hazardous Vessels Act (C-64) to address vessel abandonment and owner accountability. Canada – maritime document verification

Panama Canal – maximum authorized draft

clip_image015 The Panama Canal Authority (ACP) issued an advisory stating that, effective 29 March, the maximum authorized draft for vessels transiting the neopanamax locks will be 14.02 meters (46.0 feet) tropical fresh water (TFW).     logo11 HazSub spill response plans

    In the March 2019 edition of Maritime Reporter and Engineering News, you can find my article entitled "HazSub spill response plans". The article discusses the recent decision of the US Coast Guard to withdrawal its proposed rulemakings for hazardous substance spill response plans for tank vessels and marine transportation-related facilities. In my opinion, the USCG proposals evidence a failure of imagination. I recommend that the Coast Guard meet with the marine transportation chemical sector and determine which current industry measures can be considered as providing an equivalent level of safety to measures mandated in OPA 90. The gaps identified can then be filled in a rulemaking.
